This programme funds eligible not-for-profit civil-society organisations delivering projects that strengthen participation, advocacy and public engagement. Applicants need a clear development problem, evidence of consultation with intended beneficiaries, a credible implementation plan and the governance documents required by the Foundation. Registered organisations are the intended applicants, not individuals applying for personal expenses.
Requirements checklist

Entity Status: Must be a not-for-profit civil society organisation (CSO) or a registered creative organisation. _Individuals cannot apply._

Operational History: Minimum of 3 years of legal registration and 3 years of demonstrable advocacy/community experience.
- 03
Financial Caps: The organisation's average annual income over the past two years must be under £2.5 million. Furthermore, the total grant funding requested cannot represent more than 70% of that two-year average annual income.

Exclusion: Any organization currently executing an active Commonwealth Foundation grant (or awaiting final payment on one) is barred from applying
